INVITATION TO TENDER FOR SUPPLY AND INSTALLATION OF EQUIPMENT FOR THE CORPORATION

1.0 INTRODUCTION
This is to inform the general public that the Procurement proceeding of the Supply and Installation of Door Access Control at the Enugu Consolidation Centre and Provision of Right Wing and Back Perimeter Security Light at the Head Office, Abuja published in the Guardian and the Peoples Daily of Monday 29th August 2016 and Federal Tenders Journal of Monday September 5 – Sunday September 18 2016 has been cancelled in the public interest.

Consequently, the Nigeria Deposit Insurance Corporation (NDIC) wishes to re-advertise the same as follows: All interested reputable Suppliers and Contractors with good track record of performance and experience are hereby invited to tender.

2.0 PROJECT TO TENDERS
Lot 1 Supply and Installation of Solar Powered Security Light at the Head Office, Abuja
Lot 2 Supply and Installation of “SOFTCON” Access Control System with Integration with the existing System at Enugu Consolidated Centre

3.0 SCOPE OF WORK
The scope of work for the projects are detailed in the bidding document which shall be issued to prospective bidders.

4.0 ELIGIBILITY CRITERIA

All bids must be accompanied with the following:
i) Evidence of Company Registration with Corporate Affairs Commission (CAC) in Nigeria.
ii) Valid Certificate of Compliance with Pension Act issued by the National Pension Commission (PenCom).
iii) Certificate of Compliance with ITF Act
iv) Certificate of Compliance with National Social Insurance Trust Fund (NSITF)Act
v) The current 3 years Tax Clearance Certificate of the Company (2013 – 2015).
vi) Copies of dully authenticated Company’s audited accounts for the last three years (2013 – 2015).
vii) Sworn Court Affidavit indicating that the Company is not in Receivership and none of its Directors was ever convicted of fraudulent activity.
viii) Interim Registration Report (IRR) as evidence of registration with the Bureau of Public Procurement National Database for Contractors, Consultants and Service Providers.
ix) Evidence of Financial capacity to undertake the project: Letter of commitment to provide funding from a bank or evidence of financial resources to undertake the project.
x) Evidence of having successfully carried out similar works. (Please attach letters of Award/Completion Certificate).
xi) Company profile indicating qualification and experience of key staff for the project.
 

5.0 TENDER DOCUMENTS
Interested companies should obtain the tender document from the Procurement & Management Services Department, 2nd Floor, NDIC Headquarters, Plot 447/448 Constitution Avenue, Central Business District, Abuja upon payment of the tender fee of N10,000.00 for each Lot made payable to the Nigeria Deposit Insurance Corporation, Abuja using Remita platform via www.remita.net. Further requisite information required can be obtained from the Procurement & Management Services Department at the above address. 6.0 SUBMISSION OF BID DOCUMENTS
Five (5) bound copies of the ‘Technical’ and ‘Financial’ tender documents must be submitted in separate sealed envelopes clearly marked “Technical Bid” and “Financial Bid” respectively, both put in a third (3rd) envelope sealed and marked on the right hand top corner “SUPPLY AND INSTALLATION OF SOLAR POWERED SECURITY LIGHT (LOT 1) OR SUPPLY AND INSTALLATION OF SOFTCON DOOR ACCESS CONTROL SYSTEM (LOT 2)” and addressed to:

Plot 447/448 Constitution Avenue,
Central Business District,
Abuja, Nigeria.

7.0 CLOSING DATE FOR SUBMISSION
The closing date for submission of tender is Thursday 16th February 2017 by 11:00am. The tender is to be dropped in the tender box on the Ground floor, reception area at the Head Office Building. Companies submitting tenders are expected to sign the tender register on the 2nd floor, Procurement & Management Services Department., before dropping the tenders. Any tender submitted at the designated location after the stipulated date and time shall be considered late and non-responsive.

8.0 OPENING OF THE TENDER

Opening of tenders shall be Thursday 16th February 2017 by 11.00 am at the Ground Floor, Visitors waiting room.

9.0 ADDITIONAL INFORMATION

i. Failure to satisfactorily fulfil the conditions as requested above will result to invalidation of such tender.
ii. NDIC shall reserve the right to verify the authenticity of claim(s) made by the tendering parties.
iii. NDIC shall reserve the right to reject any submission based on unverifiable information.
iv. All financial bids should be quoted in Naira (N) for all Nigerian companies, while foreign-based companies should avail themselves with the most current (prevailing) exchange rate.
v. Companies bidding as a Consortium or Joint Ventures must ensure that all members of the Consortium meet the eligibility criteria in i – ix.
vi. All bids must be arranged and paginated as required under eligibility criteria.
